Institutional guidelines to prevent, identify and address corruption, fraud, undue favoritism and improper use of resources within ONG É Por Amor.

ONG É Por Amor works in contexts of high social vulnerability. For this reason, its governance must preserve public trust, the proper use of received resources and the integrity of its relationships with donors, partners, suppliers, volunteers and beneficiaries.

Purpose

Guiding decisions and preventing unlawful or unethical practices.

The purpose of this Code is to guide leaders, staff, volunteers, service providers, partners and supporters of ONG É Por Amor in the prevention of unlawful or unethical practices.

The organization works to fight hunger and poverty, and must therefore preserve public trust, the proper use of received resources and the integrity of its institutional relationships.

Scope

Applies to everyone who acts on behalf of or relates to the organization.

This Code applies to all people who act on behalf of ONG É Por Amor or maintain a relationship with the organization.

Institutional basis

This Code is part of a broader governance structure.

The Anti-Corruption Code is part of ONG É Por Amor’s institutional commitment to transparency, accountability and the proper use of resources allocated to its social actions.

It is connected to other governance instruments of the organization, such as its Bylaws, compliance documents, impact reports, accountability materials, institutional policies and public transparency materials.

ONG É Por Amor’s work must follow principles that protect its mission, its reputation and the trust placed in it by donors, partners, beneficiaries and society.

Prohibition of fraud, bribery, undue favoritism or improper advantage.

Prohibited conduct

Practices that are incompatible with institutional integrity.

Conduct that compromises the social purpose, transparency, public trust or proper use of the organization’s resources is expressly prohibited.

  • 01 Offering, promising, requesting or receiving an undue advantage of any kind.
  • 02 Using NGO resources for personal benefit or for purposes unrelated to the institution.
  • 03 Falsifying documents, proof of payment, reports, receipts, invoices or accountability records.
  • 04 Favoring suppliers, partners, beneficiaries or third parties due to personal interest.
  • 05 Making payments without proper documentation or without a link to the organization’s social purpose.
  • 06 Omitting relevant information in accountability processes, calls for proposals, partnerships or campaigns.

Relationship with public officials

Institutional relationships must be conducted with legality and impartiality.

ONG É Por Amor may interact with public agencies, councils, institutions, programs, calls for proposals, inspections or other governmental bodies, always in a transparent, ethical manner compatible with its social purpose.

It is prohibited to offer, promise, authorize or grant any undue advantage, gift, favor, personal benefit or improper payment to a public official, a person related to them or any third party, with the purpose of obtaining favoritism, a decision, authorization, partnership, resource, contract or institutional advantage.

Donations, partnerships and support

Institutional relationships must preserve independence, ethics and reputation.

ONG É Por Amor may receive financial donations, materials, food, services, sponsorships and institutional support, provided they are aligned with its mission and do not compromise its independence, ethics or reputation.

  • 01 Donations should be recorded whenever possible.
  • 02 Resources with a specific purpose must be used according to the stated allocation.
  • 03 Partnerships must not create undue favoritism, hidden obligations or personal benefit.
  • 04 The organization may refuse support that is incompatible with its values or social purpose.

Gifts, presents and hospitality

Personal benefits must not influence institutional decisions.

Leaders, staff, volunteers and representatives of ONG É Por Amor must not request, accept or offer gifts, presents, invitations, favors, courtesies, travel, meals or hospitality that may influence decisions, create expectations of reciprocity or compromise the organization’s independence.

Occasional items of symbolic value, without any purpose of favoritism and compatible with legitimate institutional practices, must be assessed with common sense, transparency and, when necessary, reported to the organization’s leadership.

Conflict of interest

Institutional decisions must not be influenced by personal interests.

A conflict of interest is any situation in which personal, family, financial or professional interests may influence decisions made on behalf of ONG É Por Amor.

Whenever there is a possibility of conflict, the person involved must inform the organization and refrain from taking part in the corresponding decision.

Hiring suppliers

Purchases and contracts must follow objective and documentable criteria.

Hiring suppliers, service providers and operational partners must observe criteria of need, price, quality, delivery capacity, proper documentation, ethical alignment and compatibility with the institutional objectives of ONG É Por Amor.

  • 01 Contracts must meet a real need of the organization.
  • 02 Payments must have proper documentation and a clear institutional purpose.
  • 03 Suppliers must not be chosen due to personal, family or political favoritism.
  • 04 Whenever possible, the organization should seek price comparisons, records and justifications proportionate to the nature of the expense.

Records, controls and accountability

Traceability and documentation strengthen institutional trust.

ONG É Por Amor must maintain financial and administrative records compatible with its operational reality, seeking to ensure transparency, control and traceability.

  • 01 Expenses must be documented with appropriate supporting records.
  • 02 Revenue and donations must be recorded in an organized manner.
  • 03 Financial and impact reports must be produced whenever necessary.
  • 04 Information provided to donors, partners and public agencies must be true and verifiable.

Reporting irregularities

Suspicions must be reported with seriousness and responsibility.

Anyone who identifies a suspicion of fraud, corruption, misuse of resources, undue favoritism or violation of this Code may report the situation to ONG É Por Amor.

Reports will be handled with seriousness, discretion and responsibility, seeking to protect the people involved and preserve the integrity of the organization.

Responsible reporting

Reports should be made in good faith and, whenever possible, include minimum information that allows the situation to be assessed.

Responsibilities, validity and review

Application, dissemination and ongoing review of the Code.

The leadership of ONG É Por Amor is responsible for ensuring the application of this Code, promoting its dissemination and reviewing its content whenever necessary.

Non-compliance with the guidelines set out here may result in internal measures, termination of partnerships, removal from activities or other appropriate actions, according to the seriousness of the situation.

This Code comes into effect on the date of its publication and may be updated periodically to reflect the organization’s institutional maturity, new legal requirements, good governance practices and operational needs.

Governance is also care for the mission.

Institutional integrity protects the trust of donors, partners and beneficiaries, ensuring that every resource is handled with responsibility, traceability and respect for the social mission of ONG É Por Amor.
